Jennifer Collins-Foley
Jennifer Collins-Foley works for Democracy International and "is a lawyer and multitalented democracy and governance specialist with more than 15 years of professional experience developing and managing international and U.S. democratic-institution-building programs. A co-founder of The Pollworker Institute, Ms. Collins-Foley is an experienced election administrator and technical expert with broad international elections and political processes experience. She has provided expert technical assistance on behalf of IFES, the League of Women Voters, the Election Center and the U.S. Election Assistance Commission on such diverse topics as best practices in election administration, legislative analysis and advocacy, candidate forums, voter accessibility, and election management. In the West Bank and Gaza in 2004-05, she advised on candidate forums and voter education for a USAID program implemented by Chemonics, and she conducted an assessment of voter registration and participated in election observation efforts for the National Democratic Institute. As NDI Chief of Party in Russia in 1994-96, she managed USAID-funded democratic-institution-building and training programs throughout the country, including national and regional political party, parliamentary, local government, and civic advocacy programs.

"Ms. Collins-Foley served for seven years as Assistant Registrar of Voters in Los Angeles County, California, a senior executive position in the largest election jurisdiction in the U.S. She directed a bureau of 300 managers and employees responsible for the recruitment and training of 22,000 pollworkers, 5,000 polling places, the filings of hundreds of candidates, the enforcement of campaign finance regulations, voter outreach to 4 million voters, and the procurement of election voting systems and supplies.
