J. Thomas Burch Jr was the president and chairman (at varying times) of the National Coalition of Vietnam Veterans which is also referred to in the tobacco documents as the National Vietnam Veterans' Coalition.
Tom Burch was a serial lobbyist for the Tobacco Institute who cashed in on his lofty position as a representative of the veterans to promote the tobacco industry cause for his own financial benefit.
He wrote letters to the editor on behalf of (and at the request of) the Tobacco Institute, and was well paid to attend legislative hearings to support the right to smoke. He also issued commentaries on the General Service Administration's (GAS) regulatory proposals. His manager at the Tobacco Institute was Susan Stutz who, at that time, was the Head of Public Affairs Division.
