How Many Times Do We Have To Say "No?" Proposed Campaign Plan 1980 California Smoking/No-Smoking Sections Initiative

This document outlines a proposal for [[Philip Morris' to reduce a very strong (72%) approval rate for a ballot initiative in California in 1980 that would provide Californias with no-smoking areas in public places. The goal was to change that majority in favor into a failing vote for that initiative. The strategy was to "Convert a high (72%) pro-restriction attitude to an anti-government regulation sentiment.
