The Hospitality Coalition on Indoor Air Quality (HCIAQ) was an effort by the tobacco industry to battle smoking restrictions by promoting ventilation as an alternative to effective laws ending smoking in public places. Philip Morris (PM) organized and funded this front group to carry its ventilation message. The HCIAQ is comprised of representatives of organizations allied with the tobacco industry in the hospitality, gambling, and ventilation fields.

To form HCIAQ, PM used a Washington D.C.-based public affairs company called Black, Kelly, Scruggs & Healey, a subsidiary of the public relations firm Burson-Marsteller, the company PM used to set up the now-defunct and discredited front group, the National Smokers Alliance.[1]
