Hibbing Public Utilities Commission is a public utility that furnishes water and natural gas services to the City of Hibbing proper, Kitzville, and Kelly Lake in Minnesota.[1]

"As a part of its long-term plan for its power plant, the Hibbing Public Utilities has undertaken the addition of biomass generation to its historically coal fired power plant. The project provides a necessary life extension to the power plant, converts some coal generation to biomass and diversifies the utility’s fuel mix. This allows HPU to take advantage of the most cost-effective fuel mix, further ensuring stability in steam and electrical rates to its customers. The project was commercially operational on Jan. 1, 2007, and operates under a 20-year power purchase agreement with Xcel Energy."[2]
