Dr Harald Koenig was the head of the Verband der Cigaretten Industry, which is generally known simply in the tobacco documents as Verband. This was the German tobacco manufacturer's organization which was the equivalent of the Tobacco Institute in the USA and the Tobacco Advisory Council (TAC) in the UK. You will also find references to the organization under the name Verband der CigarettenIndustrie, and as a general term under the heading NMA (National Manufacturers Association).
