Background on Plant

One of the more modern former-Soviet plants, Gusinoozyorskaya was approved by the Soviet Council of Ministers in 1968, as a project of six 200-MW coal-fired units. The first four units were brought online in 1976-79; the last two were brought online in 1988-92. Unit 2 was refurbished in 1993-96, and Unit 4 in 1998. The plant is owned by the Third Generation Company of the Wholesale Electricity Market (OGK-3), a subsidiary of Inter RAO.[1][2]

Description of Expansion

The RAO UES 2006-10 five-year plan (from before the restructuring of RAO UES), which RAO management approved in January 2007, lists as a long-term project the addition of a 330-MW coal-fired unit at Gusinoozyorsk, with a completion date of 2011.[3] A January 2014 Inter RAO investment plan presentation does not mention this plan, and there is no indication that the new management at Inter RAO intends on pursuing this expansion.[4]

However, Inter RAO did in recent years conduct a renovation of Unit 4, expanding its output to 210 MW, and expanding the entire plant's output from 1100 to 1130 MW. This renovation project was completed in 2013.[4][5][6]

Public Opposition

In July 2018 residents met publicly for a half-a-day with a representative of the All-Russia People's Front (or ONF, as it is known in Russian) to voice complaints about the impact of the Buryatskaya open-pit coal mine, the Gusinoozyorskaya power station, and the transportation of coal between them, with more than 300 trips by 30-ton trucks daily. Problems described include the shaking of house from vibrations, coal dust getting on laundry, and constant noise.[7]
