Glen E. Howard is the Executive Director of American Committee for Peace in Chechnya; he is also the President of Jamestown Foundation From ACPC's website [1]:

Fluent in Russian and proficient in Azerbaijani and Arabic, Glen E. Howard is an expert on the Caucasus and Central Asia. Formerly an Analyst at the Science Applications International Corporation (SAIC) Strategic Assessment Center, he is now President of the Jamestown Foundation. In February 1999, Mr. Howard traveled to Chechnya to conduct a humanitarian needs assessment of the war torn republic. He is one of the few Americans to have personally met Chechen President Aslan Maskhadov and the senior members of his cabinet.
The chief architect of two successful Track II dialogues involving Russian parliamentarians and representatives of the Chechen Resistance, Mr. Howard directs the Committee's activities and projects in North American, Europe and the Former Soviet Republics. His articles have appeared in The Wall Street Journal, the Central Asia-Caucasus Analyst, and Jane's Defense Weekly. Since 1999, Mr. Howard also appeared as an expert commentator on CNN, the BBC, CBC radio, Radio Free Europe/Radio Liberty and numerous other English and Russian language media.
