Gary C. Bryner "is professor of political science and public policy at Brigham Young University and a research associate at the Natural Resources Law Center of the University of Colorado School of Law, which he directed from 1991 to 2001. He has been a visiting fellow at the Brookings Institution, the National Academy of Public Administration and the National Resources Defense Council. He has written or edited publications on the environment, energy policy and others areas of his expertise. He has a J.D. from Brigham Young University, a Ph.D from Cornell University, and an M.S. and B.A. from the University of Utah." [1]
