Frederic J. Fransen
Frederic J. Fransen is the founder and owner of an Indiana-based limited liability company called Donor Advising Research & Educational Services, LLC. The company's registered agent is Angelika Quitschke-Fransen. The company is described as the successor to Fransen's prior Indiana nonprofit corporation, the Center for Excellence in Higher Education.
Fransen provided the fundraising services of CEHE on behalf of the Hanover Institute to support its 2007-2009 lawsuits against the Board of Trustees of Dartmouth College. This service followed a meeting between Fransen and Hanover Institute officer Frank Gado at the 2006 ACTA Athena Roundtable.
