Field Action Teams (FATs) are groups cultivated by the Philip Morris tobacco company at the state or local level, consisting of local business owners, business associations and concerned individuals. PM hires public relations consultants or lobbying firms to cultivate, organize and mobilize FAT members, and uses these relationships to generate third party "grassroots" opposition to proposed legislation and regulations that threaten PM's cigarette business.  Philip Morris organized Field Action Teams in all 50 states and the groups are key to PM efforts to pass or protest legislation.
