Cheney issued a series of letters September 18, 1989, which included memoranda for the Chairman, Joint Chiefs of Staff (Subject: "Initial Additional Actions to Implement the National Drug Control Strategy and the Related DOD Guidance") and for the Commanders of the Unified and Specified Commands.
The letters said that the "...detection and countering of the production, trafficking and use of illegal drugs is a high priority national security mission of the Department of Defense." [1]
