David Henderson was a Democrat Representative from North Carolina, who became a full-time lobbyist for the tobacco industry. He formed the lobbying firm Cook & Henderson with ex Senator Marlow W Cook from Kentucky. In the 1980s's this firm became the principle Washington lobby for the Tobacco Institute.

At that time the President of the Tobacco Institute was Horace Kornegay who had recently resigned as the Representative of North Carolina, so they were able to keep their business within a close coterie of friends. Another prominent lobbyist for the Tobacco Institute associated with the group was Richard E Scanlan who had been Cook's legislative assistant.
