David A. Burtt II

David A. Burtt II, Director of the Counterintelligence Field Activity (CIFA), resigned his position at the end of August 2006.[1]

"Burtt, who was a deputy assistant secretary of defense for counterintelligence at the time of the Sept. 11, 2001, attacks, developed the concept for CIFA. It was established in September 2002, originally to coordinate policy and oversee the counterintelligence activities of units within the armed services and Pentagon agencies."[2]

Burtt and his deputy, Joseph Hefferon, "resigned amid investigations into their agency's classified contracts" with Mitchell J. Wade, chief executive of the defense contractor MZM Inc., who "pleaded guilty to bribing department officials" and former Rep. Randy "Duke" Cunningham.[3].
