Formed in 2016 and based in Berlin (Französische Str. 23, 10117 Berlin) "The Dialogue of Civilizations Research Institute (DOC Research Institute) is a think tank that researches and develops proposals that address the key challenges faced by the international community."[1] "In a feature article, the "Frankfurter Allgemeine Zeitung" described DOC as an "instrument of Moscow's hybrid warfare" whose main intention was to create an "alternative civilization to the American.""
