In most U.S. states, a County Commissioner is responsible for overseeing the electoral process and guarding against any potential electoral fraud.
The specific responsibilities vary from County to County and more from State to State but the Commissioner has the power to restrict access to infrastructure (buildings, voting machines, paper ballots, etc.) which are ordinarily available to scrutineers and election observers.
