Constance A. Carrino

"Dr. Constance Carrino is an economist and independent global health advisor. Carrino worked for more than twenty years at the United States Agency for International Development (USAID) in the US, India, Japan, and Russia. During her tenure, Carrino served in various leadership capacities, including Director of the Office of HIV/AIDS and Deputy Principal for PEPFAR, where she represented USAID on the White House Steering Committee for an initiative shown to reduce HIV transmission to newborns in Africa and the Caribbean by half. After USAID, Carrino joined Tetra Tech as the Director of Afghanistan Programs. Since 2010, she has consulted clients across all sectors, including Save the Children, USAID’s Bureau for Latin America and the Caribbean, Georgetown University’s O’Neill Institute for National and Global Health Law, and USAID Missions in Afghanistan, the Philippines, Southern Africa, Uganda, and Ukraine. Carrino earned a Ph.D in economics from The George Washington University, a Master of Arts degree in International Studies from American University, and a Master of Science degree in National Security Strategy from the National Defense University in Washington, D.C."[1]
