Comprehensive Public Smoking Plan(s) (CPSP) were attempts by the tobacco industry to pre-empt state legislation by drafting and then promoting some half-hearted legislation which could then be pushed through in the various states with a bit of political bribery.

This Agenda has been sent to Jeffrey D Ross (A TI Issues Manger), Gray Robertson (ACVA and HBI) and David A Weeks (physician and member of SWT) by Walter N Woodson from the Tobacco Institute
The other speakers at this conference are:
- Bill Trisler who was the VP for the TI's Region III, which covered Illinois, Indiana, Michigan & Ohio.
- Paul J Emrick the VP for the Region covering New York and Philadelphia - later TI (expert on toxic waste)
- David Remes a lawyer-adviser from Covington & Burling
- Robert Pruett, TI's Regional director for Region III.
