The Committee on Climate Change is an advisory body which was established under the Climate Change Act to advise the U.K Government "on emissions targets, and to report to Parliament on progress made in reducing greenhouse gas emissions."[1]

Setting Targets
In December 2008 the committee released its first report, Building a low-carbon economy, proposed that the UK government should adopt a 2020 target of cutting greenhouse gas emissions by 42% from the 1990 base year if a successor agreement to the Kyoto Protocol was negotiated and 34% is one wasn't.[2]
