Charlotte Lozier Institute

The Charlotte Lozier Institute (CLI) is the 501(c)(3) research and education arm of Susan B. Anthony Pro-Life America, a non-profit organization whose mission is to "end abortion by electing national leaders and advocating for laws that save lives."[1][2] Founded in 2011, CLI claims to provide "the pro-life movement and policymakers with information of the highest quality on issues including abortion, women's health, prenatal diagnosis and treatment for the unborn, perinatal hospice, abortion reporting, sex-selection abortion, stem cell research and medicine, health care policy, and much more."[1]

Despite claiming to advance "solid research based upon scientific principles and academic rigor," CLI has received criticism for peddling misinformation and pseudo-science.[3] According to Pro-Lies, CLI advances its ideological platform by "pushing alarmist narratives about abortion, publishing annual reports applauding state-level abortion restrictions, spreading lies about research employing fetal tissue and advocating for deceptive anti-abortion centers."[4]

The Charlotte Lozier Institute is a "trade name," which means CLI's federal 990 tax forms are filed as the "Susan B. Anthony List Education Fund."

News and Controversies

CLI Research Cited in Mifepristone Case Retracted by Publisher

US District Judge Matthew Kacsmaryk's April 2023 ruling to invalidate the Food and Drug Administration's approval of mifepristone (a pill used in medication abortion) cited a 2021 study to support his conclusion that the plaintiffs had legal standing.[5]

However, in February 2024, the academic journal publisher retracted the 2021 study. According to Sage Journals, concerns were brought forward about misleading presentations of data and the authors' non-disclosed affiliations with pro-life advocacy organizations, which prompted an independent review. The review found that this article, and a 2022 article also cited in Kacsmaryk's ruling, had issues relating to the study design and methodology, errors in the data analysis, and misleading presentations of the data.[5] The retraction notice posted online asserts that after concerns were voiced, "Sage confirmed that all but one of the article's authors had an affiliation with one or more of Charlotte Lozier Institute, Elliot Institute, and American Association of Pro-Life Obstetricians and Gynecologists, all pro-life advocacy organizations, despite having declared they had no conflicts of interest when they submitted the article for publication or in the article itself." In addition, "Sage became aware that a peer reviewer who evaluated the article for initial publication also was affiliated with Charlotte Lozier Institute at the time of the review."[6]

Of the 8 individuals credited as authors of the 2021 study, 7 are employees of CLI. According to the New York Times, "the institute denied that the studies were flawed, as did the lead author, James Studnicki, who is vice president and director of data analytics at the institute."[7] In a video statement, Studnicki claimed that "what happened to us has little or nothing to do with real science and has everything to do with political assassination."[8]

Webinar Instructing Tennessee GOP State Legislators to Hold the Line Abortion Ban

In October 2022, the Tennessee affiliate of National Right to Life held a webinar to "encourage GOP legislators to hold the line," or to resist calls to lessen the severity of the state's ban on abortion. During the call, CLI's David C. Reardon said that when lawmakers are challenged about the state’s lack of exceptions for rape and incest cases, they should attempt to “hide behind the skirts of women” who carried such pregnancies to term and believe abortion is wrong.[9]

False Claims in Congressional Testimony Regarding Fetal Tissue Research

The House oversight subcommittee on health care held a hearing in December 2018 about “Alternatives to Fetal Tissue Research.” Witnesses representing anti-abortion groups, including CLI, made claims that "recycle(d) anti-choice misinformation and right-wing lies.” Media Matters noted that only one of the two witnesses representing CLI disclosed their anti-choice affiliation, a fact that was "omitted from panel testimony, Republican member questioning, and even social media promotion of the panel by CLI and its allies." [10]

Influence Over Trump Administration

In September 2018, the Department of Health and Human Services announced that it would be conducting an audit of the use of fetal tissue in federally funded research. According to CLI David Prentice, then vice president and research director, "This is a pro-life administration...It’s just nice to have someone who will listen and not just close the door in your face.” Prentice also indicated that members of CLI and Susan B. Anthony List had met with former Vice President [11]
