Charles O. Whitley was a U.S. Representative (D-NC) who became a Tobacco Institute spokesman.

Biography

Charles O. Whitley is a former U.S. House Representative (D-NC) and served in the House from 1977-1986. Whitley became a senior consultant to the Tobacco Institute and a spokesman for the Institute circa 1994.(FOF 3/10/94)

Whitley appeared on behalf of the Tobacco Institute before the House Subcommittee on Health and the Environment re: Health Consequences of Smoking: Nicotine Addiction, re: regulation of RJRT's "smokeless" cigarette 7/29/88. Whitley appeared before Waxman subcommittee for the Tobacco Institute on 3/25/94.
