The Center for Competitive State Fiscal Policy is a front group of the American Legislative Exchange Council's (ALEC) Tax and Fiscal Policy Task Force and is headed by the Director of that Task Force, Jonathan Williams.[1]

About ALEC
ALEC is a corporate bill mill. It is not just a lobby or a front group; it is much more powerful than that. Through ALEC, corporations hand state legislators their wishlists to benefit their bottom line. Corporations fund almost all of ALEC's operations. They pay for a seat on ALEC task forces where corporate lobbyists and special interest reps vote with elected officials to approve “model” bills. History: Newly Repackaged Version of Tax Foundation Group?

Sharing the same name as the Tax Foundation's Center for State Fiscal Policy, the Center for Competitive State Fiscal Reform commenced at the 2011 ALEC Annual Meeting at a Reception devoted to celebrating its launch.[2][3] Jonathan Williams was an employee of the Tax Foundation before coming to ALEC.

Mission

The mission statement for the Center for Competitive State Fiscal Policy, according to a press release, is "To provide America's state legislators with free-market tax and fiscal policy solutions that will protect taxpayers, promote fiscal responsibility, and create lasting economic growth."[4]

According to that same press release written by ALEC spokeswoman Raegan Weber, "The Center will provide state lawmakers with the tools and research they need to improve their state’s economic outlook and stimulate real job creation. It will offer state lawmakers and policy experts much needed, reliable fiscal research to navigate through these unstable economic times."[5]

Later in the press release, it was stated, "The principles outlined in ALEC's Rich States, Poor States and the State Budget Reform Toolkit are just the beginning of the resources that will be provided to state legislators through the Center for Competitive State Fiscal Policy."
