The term cash-roots was apparently coined by Allan Schnaiberg in a book "analyzing the opportunities and constraints on local environmental action." [1]

In 2009 Lisa Graves used "cash-roots" to refer to astroturf operations that pose as grassroots movements but are fueled and organized by money and PR and lobby expertise from well-funded corporate and political interests. [2]
