Carol Tucker Foreman

Carol Tucker Foreman is director of Consumer Federation of America's (CFA) Food Policy Institute. Between 1973 and 1977 she was the executive director of the CFA.[1]

She served as assistant secretary of agriculture for food and consumer services from 1977 through to 1981.

Carol Tucker Foreman was a consultant to Philip Morris on public interest matters.

Foreman's PR career

Between 1981 to 1999 she was president and co-founder of the PR and lobbying company Foreman & Heidepriem (which became Foreman, Heidepriem & Mager in the mid-1990's). Clients included Philip Morris, Monsanto (the maker of genetically engineered bovine growth hormone), Procter & Gamble (maker of the fake fat Olestra), and other giants in the drug and insurance industry.

A 1993 internal budget review document for the Philip Morris group of companies had Foreman & Heidepriem maked down with a preliminary budget allocation of $$58,750.

Describing the project, the document states, "Carol Foreman is one of the most respected consumer activists in town, formerly an Assistant Secretary of Agriculture. (Her brother is Governor of Arkansas). She has been useful, mostly with New York public affairs programs, in providing strategy and advice on various public interest groups. This retainer could be transferred to New York. It was originated in Washington since so many of the groups, i.e. National Women's Political (caucas) are here and coordination between WRO and PM/NY help to maximize our interests". [2]

Foreman returns to the CFA

In March 1999 she left her lucrative job as a lobbyist and returned to the Consumer Federation of America (CFA) as director of its newly formed Food Policy Institute.

In May 2000 the White House appointed Foreman the sole "consumer advocate" on an international committee to reconcile the severe differences between the US and the rest of the world on the issue of genetically modified foods. This has outraged U.S. critics of GM foods including Greenpeace, the Center for Food Safety, Friends of the Earth, the Organic Consumers Association and Public Citizen. They have called on the White House to revoke her appointment, "given her close ties to industry."

From December 2002 to the present Foreman has been a member of DuPont's Biotechnology Advisory Panel. [3]
