Carlos Fortin "is a Research Associate of the Institute of Development Studies at the University of Sussex. Between 1990 and 2005 he was Deputy Secretary-General of the United Nations Conference on Trade and Development (UNCTAD) in Geneva. Previously he had been Director of Programmes of the South Commission, also in Geneva (1988-1990) and Fellow of the IDS (1974-1988) and Deputy Director (1978-1983). He has published two books and a number of articles and papers on international development issues." [1]

"He has a B.A. from the University of Chile, an Egresado de Derecho diploma from the University of Chile Law School, and an M.A. in political science from Yale University, where he also completed with distinction his Ph.D. Final Examinations. He is currently a Research Associate of the Institute of Development Studies at the University of Sussex in the U.K. and a Visiting Professor of International Law and Economics at the University of Chile and the University of Puerto Rico. He was Deputy Secretary-General of the United Nations Conference on Trade and Development (UNCTAD) in Geneva 1990-2005, and in 1994-1995 and 2004-2005 he was Officer-in-Charge of the Organization. In 1988-1990 he was Director of Programmes of the South Commission, where he coordinated the preparation of its final report. Previously he had been Fellow of the Institute of Development Studies at Sussex (1974-1988), Deputy Director of the Institute (1979-85) and Director of Research (1986-88). In 1971-73, he was Director of the European Bureau of the Chilean Copper Corporation, in London. He was appointed Chilean Ambassador to the United States in 1973. He is a member of the Selection Committee of the King Baudouin International Development Prize in Belgium. He has published two books and some fifty articles in scholarly journals and edited volumes on Latin American development, the role of the State in development, and the political economy of international trade."
