Bill Caylor
Bill K. Caylor is the President of the Kentucky Coal Association (KCA), a position he has held since January 2001. Prior to this, Caylor had been KCA vice president and general counsel since 1976.[1]

Background
A biographical note on the KCA website states that "although his expertise is environmental law, Caylor is knowledgeable in all aspects of Kentucky’s coal industry and understands the complex issues confronting it. For the past 30 years, he has served as a registered lobbyist representing the industry and is respected in the Frankfort political circles. He knows the political process—how the General Assembly and regulatory agencies work—and how to impact it. He also understands the need to improve coal’s image with the news media, as well as with policy makers."[1]

- Treasurer for the Kentucky Mining Institute since 1991.
- Board Member and Secretary since 2004 of the University of Kentucky’s Mining Foundation.
- Board Member of the University of Kentucky's College of Engineering Dean's Advisory Council since November 2002.
- Co-founder in 1987 of the Kentucky Professional Engineers in Mining Seminar.
- Member of the Kentucky Clean Air Act Task Force.
- Advisory board member for the University of Kentucky’s Center for Applied Energy Research.
- Past chairman of the National Mining Association’s Regulatory Assistance Program (comprised of the various state coal associations).
- Recipient of the Kentucky Society of Professional Engineers Award of Achievement in Mining (1985).
- Member, Environmental and Public Protection Cabinet's Black Water Task Force (2004).
