Beginning Farmer & Rancher Opportunity Act is the bill that initially led to the creation of the Beginning Farmer and Rancher Development Program. It was first proposed in 2007 and first passed in the 2008 Farm Bill. Spearheaded by the Minnesota-based Land Stewardship Project, there is a movement to pass a new Beginning Farmer & Rancher Opportunity Act in 2011 or as part of the 2012 farm bill.[1] The National Sustainable Agriculture Coalition is also supporting this effort.
