Biographical Information

"I was born in Czernowitz in October 1944, where my parents spent only one year after surviving the camps in Transnistria. They then moved to Suceava (Roumania) where we lived until 1950, when we immigrated to Israel, and then to Canada in 1954, encouraged by siblings of my parents.

"I grew up speaking Yiddish and Hebrew, and received my early education in Israel. I have a degree in French literature from McGill University and a graduate degree in Jewish history from Oxford University. My professional experience includes university teaching in Jewish history (eight years full-time at Concordia University in Montreal and part-time at universities in Ottawa), research, writing, and varied work for the Canadian government, including several commissions of inquiry. I was director of historical research for the Commission of Inquiry on War Criminals in Canada (the Deschnes Commission) in the late 1980s and authored the report "Nazi War Criminals in Canada: The Historical and Policy Setting from the 1940s to the Present" (the Rodal Report). I am currently working with the internal consulting group in the federal government of Canada, evaluating programs offered by various government organizations and providing advice on collaborative arrangements with the private and not-for-profit sectors."
