Alan Wall
Alan Wall "is a senior election expert and international program manager with more than 20 years of experience in electoral administration and democracy assistance. He currently manages Democracy International’s programs in Indonesia, where he leads projects providing assistance to national, provincial, and district election authorities and nongovernmental organizations in support of national election reform, local election administration (in seven provinces), post-conflict/post-tsunami elections under regional autonomy in Aceh, and increased government transparency at national and local levels.
"From 1984 to 1994, Mr. Wall served in senior positions with the Australian Electoral Commission, including six years as the Director of Internal Audits, responsible for assurance of the efficiency, effectiveness and integrity of electoral operations and financial management. Since 1994 he has managed electoral assistance programs in Africa, Eastern Europe/Caucasus, and Central and Southeast Asia on behalf of a number of bilateral and multilateral donors. As Country Director for IFES in Indonesia from 2000 to 2004, Mr. Wall managed programs on electoral, legal, media and parliamentary reform and civil society development. In 1999, he managed IFES’s democracy assistance projects in support of the local government elections in Azerbaijan. He served as the United Nations Chief Technical Advisor to the Nigerian election commission in 1998, as Deputy Chief Electoral Officer for the United Nations Transitional Administration for Eastern Slavonia in 1996, and as an adviser to the South African government for local government elections in 1995.
"Mr. Wall was one of the initial lead writers for the Administration and Cost of Elections (ACE) Project (http://www.aceproject.org), the electronic textbook of electoral matters developed jointly by the United Nations, IFES and International IDEA. He has recently completed consultancy assignments evaluating the January 2005 Iraq elections for the intergovernmental Iraq monitoring organization IMIE and preparing a new handbook on election administration for International IDEA."
