On January 6, 2009, Peter Silva of Saint Augustine announced his plans to run for Florida’s seventh district in the United States Congress. Peter Silva is a husband of fourteen years married to Jacqueline M. Silva, and is father to two boys Jullien and Marcos Silva. Peter has been in the field of business for over seventeen years with the majority in retail and commercial banking in all of the major markets across the State of Florida. Peter has a past record of accomplishment in negotiating deals and working with people from all backgrounds. Many people have referred to Peter Silva as a man who helps solve other’s problems and meet their full potential. Peter has many friends who are from both sides of the party lines and feels that he can help lead Florida’s seventh district out of its current conditions. Positions.

•Iraq- Peter Silva has not been in support of the invasion or occupation of Iraq. This has diminished our wealth, and abilities to recruit troops for service in our military. Peter has had many friends that have experienced devastating results to their personal lives by this war, and he has worked to help them adjust back to civilian life. We owe a debt of gratitude to the men and women serving our country. The best way to help our troops is to bring them home, and then we need to provide them with the benefits they have earned. We must have a phased withdraw of our troops . Peter Silva supports President Elect Barrack Obama’s plan for the withdraw of our troops.

•The mortgage melt down- Peter Silva has been in the banking industry and have seen some of the inefficiencies that lenders have operated under. This could have been avoided earlier had leadership taken proactive instead of reactive measures. The loan modification process has been in place for many years under the name of “adjustment of terms” or loan amendment process. The problem is that many of these lenders just service these loans, and do not actually hold the note as part of their portfolio. Many loans were packaged into mortgaged backed securities and sometimes hundreds or thousands of investors. When there is this many investors now the ones who the money is owed it is very difficult to get approval to adjust terms of a loan on an as needed basis. This inefficiency has only bogged the process even more than it is if held in the lender’s portfolio.

•Oil- This has probably been the one area where Peter Silva has been telling the story of the true economy killer. The Commodity Futures Modernization Act of 2000 had a loophole that was nick named the “Enron loophole”. From an article on Wikipedia titled The Enron Loophole “The Commodity Futures Modernization Act of 2000 has received criticism for the so-called "Enron loophole," 7 U.S.C. §2(h)(3) and (g), which exempts most over-the-counter energy trades and trading on electronic energy commodity markets. The "loophole" was drafted by lobbyists for Enron working with senator Phil Gramm[3] seeking a deregulated atmosphere for their new experiment, "Enron On-line."[4]” Several Democratic legislators introduced legislation to close the loophole from 2000-2006[5][6] but were unsuccessful. In September 2007, Senator Carl Levin (D-MI) introduced Senate Bill S.2058 specifically to close the "Enron Loophole" [7] This bill was later attached to H.R. 6124, the Food, Conservation, and Energy Act of 2008, aka "The 2008 Farm Bill". President Bush vetoed the bill, but was overridden by both the House and Senate, and on June 18, 2008 the bill was enacted into law.[8]. One specific reason behind its introduction was to address the record high oil prices of the 2000s energy crisis.” Oil spiked at an all time record high in July 2008 before the start of its decline in price. The economy does have some part in its decline. However, it is easy to see how HR 6124 in the closing of this loophole contributed to the decline to normal levels. Peter Silva has said many times that if you look at the increases in fuel and its effect on all things that we consume then it is easy to see where the economy would begin to experience failure. Peter Silva has noted that John Mica’s vote on House Resolution 6124 shows that he voted against the closing of this loophole.

•Jobs and trade- Peter Silva wants to offer incentives to companies that create jobs here for the citizens of this great country, and repeal the tax breaks currently offered to corporations that ship our jobs overseas. Peter Silva also feels that companies that ship jobs overseas should pay a higher tax rate.

•National Security- The security and safety of our nation is of the utmost importance. The problem is that we are not placing our resources wisely in this responsibility. We are filling the accounts of special interest groups with projects that offer little or no protection at all. Peter Silva wants to work with all agencies involved to come up with real solutions that will offer truly measurable results without catering to special interest. Peter Silva says that we have given enough of our nation’s wealth with little oversight.

•Crime- We can do a better job of providing security, and safety for citizens , and their property rights. The problem is that we have once again a reactive approach to this problem. The only way to solve this problem is through improvements in the schools to reach these children at a younger age and help them achieve their goals through education. The vital public services such as emergency services and schools have been underfunded for far too long. This needs to change, and should be one the top priorities of legislature.

•Immigration- Peter Silva is the second generation of his family born in the United States from his Portuguese family. He is proud of his heritage, and what this great country has meant to his family. The only way to correct this problem is through legislative policies to stop the practice of companies hiring illegal immigrants to pay lower wages for greater profits. This only hurts the dream that is America.

2010 Election

Peter Silva is seeking the Democratic nomination to challenge Republican John Mica for the United States District FL-07 seat. Many who support Peter Silva feel that he is the only Democrat who can win the election in a very conservative district where registered Democrats are outnumbered 2 to 1.
