The American Legislative Exchange Council (ALEC) has eight task forces:
- the Civil Justice Task Force,
- the Commerce, Insurance and Economic Development Task Force,
- the Communications and Technology Task Force,
- the Education Task Force,
- the Energy, Environment and Agriculture Task Force,
- the Health and Human Services Task Force,
- the International Relations Task Force, and
- the Tax and Fiscal Policy Task Force.
(Until it was disbanded in April 2012, ALEC also operated a Public Safety and Elections Task Force, which adopted such "model" bills as the "Stand Your Ground" bill or "Castle Law" doctrine and the voter ID act.)
This article is about ALEC's Commerce, Insurance, and Economic Development Task Force. Legislators can join this task force for no extra cost. 2012 ALEC Spring Task Force Summit Substantive Agenda
At the May 2012 ALEC Spring Task Force Summit in Charlotte, North Carolina, the Commerce, Insurance and Economic Development Task Force "voted to launch a Special Advisory Subcommittee for the Review of Model Policies. The subcommittee will provide recommendations on pieces of model legislation that may be in need of update."
The following model bills were adopted at Charlotte and then were sent on to the ALEC board for approval:
- "Resolution Opposing Federal Regulation to Extend Unemployment Insurance Benefits to New Parents" (The introduced resolution is on file with CMD. It "identifies serious problems" with the Birth and Adoption Unemployment Compensation Rule that permits workers with newborn or newly adopted children to collect unemployment insurance benefits while on leave.")
- "The Tenant Management Act" (The introduced resolution is on file with CMD. It "allows housing authorities to contract with tenant management organizations for the operation and management of housing projects.")
- "Affordable Housing Construction Stimulation Act" (The introduced resolution is on file with CMD. It "allows certain requirements a developer must meet under a municipal housing or building code to be waived.")
- "Resolution Opposing Federal Legislation to Repeal or Modify the McCarran-Ferguson Act" (The introduced resolution is on file with CMD. The act opposes federal legislation to repeal the McCarran-Ferguson Act which "provides a limited insurance exemption from federal anti-trust laws in order to ensure the viability a healthy, competitive insurance market...")
- "Full Employment Act" (The introduced resolution is on file with CMD. It "suspends normal benefits of the AFDC, Unemployment Insurance, and Food Stamp programs, except for those Food Stamp recipients who are aged, blind or disabled.")
- "Proposed Resolution Opposing OSHA's Proposed Ergonomics Work Restriction Protection Plan" (The introduced resolution is on file with CMD. It opposes OSHA's proposed Ergonomics Work Restriction Protection Plan which would "require an employer to pay a worker on modified duty at least 100 percent of pre-injury after-tax earnings for a worker unable to do any job...")
- "Resolution Opposing Ergonomic Regulations Based on Unsound Science" (It opposed Ergonomic Regulations which "reduce back, arm, neck and other musculoskeletal strains and aches often referred to as "repetitive stress injuries" (RSI's) because "ergonomic regulations should should not be mandated until such regulations are proven to actually reduce or prevent RSI's by sound scientific evidence.")[2]
2011 ALEC Annual Meeting Substantive Agenda
From the 2011 ALEC Annual Meeting Program: "A few of the issues that the Task Force will be considering at Annual Meeting include: public-private partnerships, a national infrastructure bank, long-term asset management, and multiple award schedule contracts. The Task Force will also consider amendments to a current ALEC policy on franchise agreements...the Task Force meeting will (also) host a panel on effective privatization: 'Tapping the Private Sector to Save Money and Improve Performance.'"[3]

State Farm Mutual Automobile Insurance Company is the largest seller of auto insurance in the U.S. It also sells property/casualty, home and life insurance. State Farm is also in the banking business with State Farm Bank offering financial products through State Farm agents, according to its Hoovers profile.[8] It had a net income in 2010 of $1.8 billion, up from $777 million in 2009.[9] Its CEO, Ed Rust, made $10.2 million in the same year.[10]Open Secrets' latest information about State Farm is from 2008. That year, State Farm gave a combined total of $4.1 million in federal and state political contributions.[11]

- Neil Alldredge (Vice President of State and Regulatory Affairs Division for the National Association of Mutual Insurance Companies (NAMIC)), Co-Chair, Transportation Subcommittee[12]
"Alldredge directs state legislative and strategic state advocacy activities for NAMIC in all 50 states. In addition, Mr. Alldredge represents NAMIC member companies at the National Conference of Insurance Legislators (NCOIL) and the National Conference of State Legislatures (NCSL); . . . and on the board of the Insurance Education Council. Mr. Alldredge is also the lead representative on the insurance scoring issue for NAMIC member companies. He participated in the drafting of the NCOIL model law and has provided testimony to legislatures in several states and at the NAIC.
"Before joining NAMIC, Mr. Alldredge spent five years with the Indiana state Senate, where he served in a dual role as director of planning and research and executive director of the Senate Majority Campaign Committee."[12]

- Ed Conklin (Senior Director of government relations for McDonald's), Chairman[12] - McDonald's announced it would end its ALEC membership, and therefore its CIED Task Force membership, April 10, 2012.[13]
Conklin lobbies in "the U.S and the Caribbean. He also helps develop government relations capacities in Brazil. Ed’s duties include direct lobbying, managing contract lobbyists, developing and guiding coalitions, representing the system’s public policy interests in trade groups, managing McDonald’s owner/operator state PACs, maintaining ongoing communications with McDonald’s U.S. headquarters offices, division, and regional offices, and owner/perators, and developing and managing strategic plans and budgets. In addition, he is responsible for the development, training, and activation of McDonald’s grassroots owner/operator network."
Before joining McDonald's in 1992, Conklin worked for ten years as Director of Public Affairs for Jones Intercable’s Midwestern operations and Operations Manager and Director of Marketing for the company.
Conklin is a member of the Council of State Governments and the State Government Affairs Council. He also works closely with the leadership of the International Franchise Association, GMA, the National Restaurant Association, the National Council of Chain Restaurants and its state affiliates, and the National Retail Federation.[12]
Primeaux is registered as a lobbyist for FedEx in New York City,[15] the state of Texas,[16] and in Louisiana prior to December 31, 2009.[17]
- Ted Scott (Director of Special Projects at the American Trucking Association (ATA)), Co-Chair, Transportation Subcommittee[12]
Before joining the ATA, Scott was Director of Government Relations for Roadway Express and YRC Worldwide. He has also been Director of Highway Operations at the ATA.
Previously, Scott was an officer in the U.S. Army, Corps of Engineers for 24 years and was assigned at one point to the Office of the Chief of Engineers at the Pentagon.[12]
