'The United States is in the regime changing business,' concludes Krepinevich in the report. ... Since the fall of the Berlin Wall the United States has directly or indirectly deposed a foreign regime roughly once every three years. Doing so, the United States finds itself increasingly engaged in stability operations, from the Balkans to Afghanistan to Iraq.
