Remove "Permitting"

Technically, what FERC does is for new projects or abandonment is to issue a Certificate of Public Convenience and Necessity. Using strict definitions, a certificate and a permit are different (although conceptually the same).

My initial thoughts are to make this page just about FERC's duties in citing and abandonment, but not violations of law with regards to their duties to regulate rates.
