I agree with you that it would be good to incorporate the origin of the discussion--the applications to CDM. I have spent this afternoon reading through the articles you linked below. Diane and I also talked about incorporating some news articles, so I've been searching for relevant sources. On Thursday I'll start adding to the page from the additional articles. Hi Vanessa, thanks for your work so far on Clean Development Mechanism and HCFC-23 destruction. I guess there are a couple of other aspects it would be good to incorporate:
- the origin of the discussion goes back to two early applications to the CDM, one of which from India is now no longer relevant. I think this was touched on in this submission;
- there is also some (albeit rather complicated from a skim read) context to the discussion of in this submission too;
- it would be good to incorporate the gist of the CANA position -- the Kiko Forum submission overlaps with this too;
I don't think we need to go into vast details on this topic but it is important to give the context on why the issue arose (two specific applications for CDM approval), the update on what has happened to those applications and the views of the main NGOs on the issue. Just came across this:
Michael W. Wara and David G. Victor, "A Realistic Policy on International Carbon Offsets (pdf)," Stanford University Program on Energy and Sustainable Development, Working Paper #74, April 2008.
It's a good analysis of the CDM, and has a section specifically on HFC-23 (see p. 11).
