He is Director of International Government Relations and Senior Counsel for the Middle East, North Africa, and Latin America for Royal Dutch Shell. He has served on the boards of numerous Shell international companies.
In 2006 he was one of 14 people selected by the National Academy of Sciences to review for Congress the international education and language programs sponsored by the US Government. That report was published in March 2007 by the National Academies in Washington.
He was an international commercial banker from 1973-83. In 1983 the White House appointed him as Senior Vice President of the Export Import Bank of the United States. He returned to Houston in 1988 and resumed his career in international banking and energy.
He has served as a Governor of the Middle East Institute, a director of the US-Algeria Business Council, American Turkish Council, the Asia Society (Houston), The Houston Grand Opera and the Houston Symphony, the Houston World Affairs Council, the Houston International Protocol Alliance, the World Trade Division of the Greater Houston Partnership, the Houston Committee on Foreign Relations, The University of Texas Mexican Council, and Texas A&M University's Center for International Business Studies.
Mr. Arnold served as a lead advance representative for George H. W. Bush in his first presidential campaign in 1980 and in the 1992 election.
He was field director for Amigos de las Americas in its first three summers of public health programs in Honduras and Guatemala in the late 1960’s. He was later a director, Vice Chairman and Chairman of the International Board of Amigos.
A graduate of Cornell University, Mr. Arnold completed advanced studies on European economic integration at the University of Amsterdam in the Netherlands. At The University of Texas (Austin) he received an MA in Latin American Studies, and MBA in International Finance. He completed further studies at the University of Wisconsin Graduate School of Banking and the Fletcher School of Law and Diplomacy.
Mr. Arnold is married to Catherine Anthony Arnold, Senior Vice President of Comerica Bank - Texas, and is the father of Elizabeth Dennis, an international investment banker in New York. He enjoys fly-fishing, skiing, swimming, tennis, and music.
