Given Arkin's connection to the SAIS and the intel community, it raises questions as to why he "exposed" the Proactive Preemptive Operations Group matter ... is this another "early warning system" preemptive strike like the Patriot Act II leak to get folks used to the idea of a need for black ops in the homeland?
