Re 1992 election - Pombo was elected from newly created district 11. California added seven new districts for the 1992 election due to huge population growth. Rep. Shumway, who retired in 1990, was replaced by Rep. John Doolittle, who was first elected in 1990. - Hardiman (former Pombo employee)

An Article in the Contra Costa Times has flagged Congressman Richard Pombo (R-Tracy) for taking illegal donations, citing a report from the Center for Public Integrity. Here is the URL.
The group that donated money is called the International Foundation for the Conservation of Natural Resources, which the Contra Costa Times article describes as "a tax-exempt private foundation set up to oppose environmental and animal rights groups."
I could not find this group on a search of Sourcewatch.
It might be well to investigate this further, soon. If I have the time I will but cant get to it for the next 3-4 weeks.
