I know some time when all that things (including homeland-security-office, restriction of personal freedom, complete monitoring of every citizens moves, discrimination of other cultures in a prejudical way, and much more) happened in germany. because of a mad austrian. to see the american government itself do what it once fought against is appearently not enough to awake the people of that country. pretty poor for a civilisation that calls itself modern.
The OFFICE of HS did legally exist as an entity of its own for a significant while. The subsequent DEPT. of HS was not just a trivial renaming of the organization. I see much more merit in keeping these two articles as individual descriptions, than in redirecting one to the other.
