Relationship and significance of the following unclear:
- Final Draft: "Road Map for National Security: Imperative for Change." The Phase III Report of the U.S. Commission on National Security/21st Century, January 31, 2001: "... we recommend the establishment of a National Security Service Corps (NSSC) to broaden the experience base of senior departmental managers and develop leaders who seek integrative solutions to national security policy problems. Participating departments would include Defense, State, Treasury, Commerce, Justice, Energy, and the new National Homeland Security Agency -- the departments essential to interagency policymaking on key national security issues."

Any resemblance to the Bulgarian National Security Service is, well, frightening.
