Madhu Beriwal, President of Innovative Emergency Management (IEM), is an emergency management expert who shot into notoriety after Hurricane Katrina.
IEM and Madhu Beriwal had no prior experience in hurricane emergency management. Yet in 2004 the Bush administration contracted out New Orleans evacuation planning to IEM. They were paid $500,000 to come up with an emergency evacuation plan for New Orleans in the event of a hurricane. They conducted a simulation called Hurricane Pam that was marked with bitter in-fighting between state and local experts.
They never did come up with the evacuation plan, they should have. Over a 1000 people drowned because of IEM's failure to properly simulate a major hurricane hit on New Orleans.
