"The Amendment's primary sponsor was former Mississippi Democratic Congressman Ronnie Shows with bi-partisan cosponsors Reps. David Phelps (D-IL), Ralph Hall (D-TX), Sue Myrick (R-NC), Jo Ann Davis (R-VA) and Chris Cannon (R-UT).
