Introduction
China's central planners [department name] created controls on particular "sending out" locations that feed ultra-high voltage (UHV) long-distance power lines. There are six such locations: Inner Mongolia (Xilingong), Inner Mongolia (Ordos), Shaanxi, Ningxia, Shanxi, and Henan.
Inner Mongolia (Ordos)
Two UHV lines are under development in Ordos, one 6,600 MW and the other 10,000 MW, for a total of 16,600 MW of transmission capacity. Scale control limits Ordos to 7,300 MW. As of now, 6,600 MW is under development so the cap does not mean that current proposals must be scaled back.
Inner Mongolia (Xilingong)
Xilingong has two UHV lines. One is 6,000 MW with no plants known yet. The other is 8,620 MW with 7 plants that total 7300, listed here, and a 1320 MW plant -- Guoneng Chagannao'er Units 1 and 2, that is known to be suspended. Together, the government wants to limit these lines by 50%, reducing the entire 14,620 MW capacity to 7,320. But we don't know yet which plants will be affected.

Ningxi
The province has 9,280 MW under development in the Ning Dong power base. This must be reduced by 4,000 MW, but we don't know which specific plants are affected. The table shows the projects affected in the Ning Dong power base.

Shaanxi
There are two UHV lines in Shanxi. One is Shenmu to Henan South: 2640 MW. It is connected with two specific plants which total 2640 MW (Shenhua Guohua Jinje 5 and 6, and Shenhua Fugu 3 and 4).. These plants must be suspended. The other line is Yuheng to Shandong. This line must be reduced by 2660, but it is not clear which plants will be suspended. There are three plants that support this line: Fanhai 1-2, Yulin Yuheng 3-4, and Leilongwan 1-4. They total 7,130 MW.
