The Strategy Group was a Democratic-oriented public relations company and lobbyshop owned and run by David Wilhelm and Michael Lux. These two were at the center of the Democratic National Committee and Clinton WhiteHouse in the period 1988-1990, and they created the lobbyshop to exploit the Clinton Administration connections they were able to offer their corporate client. This was a fairly large and active partnership which worked for the tobacco industry and had its own a money-laundering arm -- WLK Associates in Chicago -- to hide their involvement.

The Strategy Group became a central part of the Democratic campaign operations, and for many years the same group ran Citizens for Tax Justice (CTJ) for the labor unions and also used it for their corporate clients. The links were also exploited through the Labor Management Committee of the tobacco industry.
