Former British Ambassador Sir Christopher Meyer, as reported April 4, 2004, by the Guardian/UK's David Rose, says that "President George W. Bush first asked Tony Blair to support the removal of Saddam Hussein from power at a private White House dinner nine days after the [ September 11, 2001 ] terror attacks ... Meyer, the former British Ambassador to Washington, who was at the dinner when Blair became the first foreign leader to visit America after 11 September, Blair told Bush he should not get distracted from the war on terror's initial goal - dealing with the Taliban and al-Qaeda in Afghanistan. ... Bush, claims Meyer, replied by saying: 'I agree with you, Tony. We must deal with this first. But when we have dealt with Afghanistan, we must come back to Iraq.' Regime change was already US policy." [1]

In March 2002, Christopher Meyer attends lunch with Paul Wolfowitz and other Bush administration officials in Washington and assures them that the British would support the use of military force against Iraq. Meyer informs Sir David Manning, Tony Blair's foreign policy adviser, in a memo the following day: “On Iraq I opened by sticking very closely to the script that you used with Condi Rice last week. We backed regime change, but the plan had to be clever and failure was not an option. It would be a tough sell for us domestically, and probably tougher elsewhere in Europe. The US could go it alone if it wanted to. But if it wanted to act with partners, there had to be a strategy for building support for military action against Saddam. I then went through the need to wrongfoot Saddam on the inspectors and the UN Security Council Resolutions and the critical importance of the Middle East Peace Process] as an integral part of the anti-Saddam strategy.” [2]
