Russell A. Phillips, Jr.was (in 2000) the "Executive Vice President of the Rockefeller Brothers Fund, where he earlier served as a program associate in education, assistant to the president, corporate secretary and vice president. A graduate of Duke University and the Yale Law School (LLB, 1962), he was a law clerk for two years in the US Fourth Circuit Court of Appeals, and served as Legal Advisor to the Ministry of Finance, Northern Nigeria, and as Assistant Commissioner of Income Tax for East Africa (Kenya, Uganda, and Tanzania). From 1966-68, he was Law Associate at Wilmer, Cutler and Pickering." [1]
