A QUANGO is a quasi-autonomous non-governmental organisation. It is an organisation set up by government, funded by government and chaired and run by people closely associated with government, but are not directly accountable to government or the elected representatives of the people. Some are very famous and controversial (in their status as QUANGOs), such as the Bank of England, the BBC World service, and the Arts Council. They were notoriously prolific and uncounted in the UK during the John Major era. They still exist in considerable number as the links below detail.
