Hamish Maxwell, R William Murray ('Bill') and Geoffrey C Bible rose through the ranks of Philip Morris as a triumvirate. Maxwell (the son of a British tobacco czar) lead the way, with the two Australians following and supporting him. They were a close group who passed on the status positions to the next in-line as the moved up the corporate ladder, and eventually when they retired each became CEO and Chairman.

They were more openly aggressive that the American executives around them (although the Americans quickly learned). When they began to control the company, they quickly:

  • surrounded themselves with other Australians in key supporting positions.
  • enthused and cajoled the other tobacco companies to join them in taking on the US regulators and Agencies,
  • took over many of the underhand functions of the Tobacco Institute (often virtually ignored it).
  • expanded Philip Morris globally, and
  • effectively controlled the industry's global lobbying organisations.
