Matthew F. McHugh is Secretary of the National Endowment for Democracy.
According to the NED website McHugh is currently the counselor to the president of the World Bank, a post he has held since 1993. Previously, Mr. McHugh has served as vice president and secretary to the Corporation at Cornell University.
