Jules M. Hartogh was Vice President of Philip Morris Corporate Affairs Europe, Middle East and Africa (EEMA) circa 1975-1996. Jules Hartogh and his staff devoted considerable time to working for and with the International Committee on Smoking Issues (ICOSI) implementing industry programs to slow the decline in the social acceptability of smoking.[1] Hartogh also monitored the World Conferences on Smoking or Health to gather intelligence on public health activities to reduce smoking. [2]
