Ambassador Harold E. Doley, Jr., "Founder of Doley Securities, Inc., founded the Company in 1973. After an absence, while he served as the United States Executive Director to the African Development Bank and the Fund (AfDB/AfDF), he returned to active direction of the firm. Mr. Doley continues to maintain leadership of Doley Securities, Inc.

"On September 3, 1973, at the age of 26, Doley became the first African American to purchase an individual seat on the NYSE. Doley, a native of New Orleans, is currently the only African-American owner of a seat on the NYSE. He initially operated his membership as a Floor Broker, executing orders for other members and member firms on the floor. He holds the Series 7,24, 27, 52, and 53 licenses of the National Association of Securities Dealers, Inc. (NASD). In addition, Mr. Doley has been a featured guest on CNBC, CNN, FNN, “The Nightly Business Report”, “The Today Show”. He has also been the subject of articles in The New York Times, U.S. News and World Report, and Wall Street Journal.

"Doley began his professional career in investment banking in 1968. Before embarking on his career at the NYSE, he served as Vice President with a major Wall Street firm where he serviced institutional accounts of banks, insurance companies, and universities with portfolios totaling more than $500 million. During this period, Doley also advised on a number of mergers and acquisitions of life insurance companies. Industry peers honored Doley as an Outstanding Broker of the Year in 1971 while The Dow Jones Wall Street Journal also selected him as Stock Picker of the Year in 1990.

"In 1982, he was appointed the first Director of the Minerals Management Service (MMS) at the U.S. Department of Interior, managing more than 5,000 employees and a budget of $1.2 billion, and its collection of $12 billion in income due the United States Treasury. His previous experience in this area was the result of a 1980 gubernatorial appointment to the Louisiana State Mineral Board.

"Mr. Doley is a frequent guest lecturer on fiscal management and investment banking to trade and professional organizations and at many institutions of higher learning. He is a graduate of the Harvard Business School and holds honorary degrees from Bishop College in Dallas and both Clark Atlanta University and Shaw University in Raleigh where he also serves on the board of trustees.
